So why would they have killed the stigma of the car curse and given EVERYONE a car? I don't think they would have given Cindy a car if she chose to give them away.

Matthew Von Ertfelda, the patron saint of reward challenges, gave up the chance to see his mother, but was rewarded in the end with an even better reward with his mother. So by that logic, Cindy would have gotten both a car and her trip to whatever spa thing they went to.

Yet she didn't, meaning the car curse still lives on. Cirie is the only one left to have gotten a car in the past, so that scientifically rules her out of winning.

Had Cindy given away her car in order to give the other contestants a car each, would Jeff have given the car to Cindy afterwards anyway? Only the Survivor producers would know this.
