The bombings of Afghanistan and Sudan were August of 98, Operation Desert Fox was in December of that year. The impeachment trial was over before the Kosovo bombings.

And the "wag the dog" thing had nothing to do with Kosovo; those bombings began after Clinton's acquittal.
