Clothes and some food items are excluded from the sales tax. I'm not sure what the wording of the law is, but it ends up with some ridiculous results. For instance, if you buy a Snickers bar, you have to pay sales tax on it, but if you buy a Twix or KitKat bar, those are tax-free because they are classified as 'bread'.
