The nicest people I know in the PNW are long time residents and locals (excluding rednecks and the such). It's a lot easier to "fit in" if one don't try to be an import wearing fancy clothes or bragging about vacations to glamorous places. Locals tend to blame "the freeze" on transplants (Seattle people, who love citing statistics will remind us outsiders that we outnumber them), but it's unlikely that people moving in from other cities, where this isn't so much a topic, all happen to share these personality traits.
