If I had to make a guess without going through every tribe, I would go with Mogo Mogo, with thirteen members.

The answer I was thinking of was that both of them were told "We/I Love You" as they departed, Gary by Boo and Liliana by Cassandra. The only other possible time I can imagine that someone might have had that said to them was Mike Skupin? Maybe JennaM in ASS... |

Yeah, the answer to my question about when in each season were the tribe members left were equal based on tribes, is right. Your only mistake was:
Survivor Panama: you said, F16 and F4. F4 is right in terms of original tribe but not new tribes (Terry was the only La Mina, the rest were Casaya). |
