Memphis is trying to make it look it's more about getting Renny out than helping Dan. The best way to do that is to make it look like an actual decision he thought out over a few days. He told Jerry in his initial conversation with him post-veto that he wanted to see how people reacted. It also holds Dan and Keesha in line, a sort of test to make sure they can keep something quiet.

The rule book says they aren't allowed to divulge their votes. I think this is fairly new, at least for the last 2 seasons. The HGs talk about it all the time. When someone asks who another person is voting for they usually answer,"We're not allowed to say".

That is a stupid fucking rule how the hell are people suppose to campaign if they are not sure where they stand you sure the HG just dont say that so they dont have to talk about it and the others are dumb enough to believe it?
