I don't think there was one pre-jury vote among the final 20. (Everyone in BB2 made jury.) Both Ivette and Diane were also from the two most recent seasons and their defeats were fresh in the mind of the public. To your other point, even Dana barely made the jury.
They didn't have any "what if I'd played the game in a different way" players among the 20 last time.I thought that was the main selling point with Ivette, her regrets about aligning with the "Nerd Herd" and how she wouldn't make the same type of mistake the second time around, and Diane, who regretted her playing most of the game for Drew.

I'm also assuming there will be a much at least an equally compelling over the top player in the next three season, which will be fresher in the minds of the public and producers who would take a top 20 slot. Good tv? Brian was in about five episodes total. How would people know he is good TV? Just because TPTB liked him, that doesn't mean they'll even consider someone booted first for an all stars edition.
I think if they need an OTT character, Jessie might make the cut. There's always some random WTF choice among the potential entries (like Bunky and Dana in All Stars). Brian just because I think the show wanted him to get much further and they may not want to resist another opportunity, and also because he was good TV.
