Also, I would hope that with our president, in the choice wouldn't be "impossible." Given 100,000 people dying in another country vs. 20,000 Americans, you save the Americans. She's the president of the US, not this African country.

I find the actions of the African leaders plausible. No one is going to stand for another country bossing them around if they have the means to kick them in the balls. What I don't find plausible is anyone with the resources to help, the Africans in the way they were given help, would do it. Corruption does not equal stupidity. It would have to cross more than one person's mind that if the African badguys follow through on crippling American infrastructure they would also get damaged since they are from America as well and a large portion of their power was established with American infrastructure supporting it.
