It's just a tippy-toe around the law to "fly a sign" without getting panhandling charges.

Ha! Same thing happened to me. Gave a guy outside the grocery store late one night a sammich and he complained that it wasn't roast beef. It was ham so I took it back and ate a big bite in front of him. Then I felt bad so I bought him a roast beef one about two minutes later. Fuck I'm a sucker.

He probably was full and just wanted change. The homeless eat better in some places in the states than one might expect. There are tons of shelters, food banks churches and places (religious organizations) that prey on the homeless and give them food and clothes as long as they attend warship and eat for free.

They can't stay anywhere for too long (sleep in shelters) because most homeless have terrible drug and alcohol problems and cannot abstain from using and the shelters rules will prohibit the usage. So the peeps stay drunk/high and work the streets.
