Absolutely. I will never understand why Michele went along with Jeff on that one. I don't blame Russell as much because he was actually the only one who dissented when Jeff asked everyone who they wanted to evict. Jeff, Michele and Jordan all said Lydia while Russell said Natalie. If Michele stuck to her guns, it would have been 2 against 2 but since she went with whatever Jeff wanted, Russell was outnumbered.
It seems that everyone forgot that the HoH only gets to nominate who could potentially be evicted. It Is up to THE VOTING HG's to actually determine who goes.
The only time that the HG's went against the HoH was during Russ' HoH when Jess, nat, and chima all voted to evict Lydia instead of Ronnie, who was Russ' target. Ronnie still left.
