Just my opinion, having only watched the episodes once (except ep #1, just rewatched that yesterday), but Shambo is definitely not the winner, you could make a better case for Shambo being the F2 loser, and here's why.

F2 losers tend to share one of 3 tone patterns, and Shambo matches one of them Perfectly
Take a look at the F2 losers in the past seasons. You'll find that there's generally 3 patterns that they follow.

-Start out P, then get more and more N as the season goes on
-Start out N, then get generally more P as the season goes on
-Wild tone changes from episode to episode, with seemingly no consistency

The best example of people who went from heroes to villains I can think of is Twila. For a while she was more P and likeable then the winner, then she got a lot more N in the merge..

The best example of a N to P change I can think of off the top of my head is Matt, who got built up as a hero a few episodes before the finale.

Now wild tone changes, there's a lot of big characters who were F2 losers that fit this trend, like Boston Rob, Stephenie, Dreamz, they were all huge characters, and you'd probably have just as much luck guessing their tone in the next episode based on edgic as you would by rolling a dice and assigning each number to a tone.

Shambo is the same way, I mean look at the chart, in the first 5 episodes she's got 3 P's and 2 N's, when has a winner's tone ever jumped around this drastically?

Also take a look at Shambo's story, we already know why Shambo won't win, because no one likes her on Gelu, and she's very likely going to have to win a jury where the majority are from Gelu. Sure you could argue that Shambo faces one of the Gelu guys in the F2, and that the guy pissed off the Gelu ladies even more by siding with Shambo, but the editing doesn't seem to support that story, due to how heavily neglected Gelu has been.
