This is what they did in the 20 contestant Cooks, first juror was Brad out at 9, whereas in 20 person Palau, with an F2, the first of 7 jurors was Coby, out at 12. But in Half ASS, there were 8 on the jury with an F2, fortunately no tie. So comfused.

Micronesia was supposed to be a 7-member Jury with a F3, but James' evacuated changed up the production schedule. That, or they really were trying to fool the Favorites into thinking there was a F3 by starting the Jury at 10 instead of 9. That's possible, but I've just never bought that theory.

Last I checked, he said they were switching up the F2 and F3 to keep the Survivors on their toes. And Tocantins had a F2 without there being any major unexpected situations. Joe's evacuation wouldn't have changed anything since his injury seemed minor enough that he could still be on the Jury.
