I was kinda surprised by this, but Natalie was their consensus alternative target to Russell. So whatever inroads she made with them was a one-time-only thing. They've read her as a player, not surprisingly after she set the Erik boot in motion. So their discussion around the idol wasn't so much about splitting the vote but more about targeting someone other than Russell, with Natalie as their top candidate. This gave the editors an excuse to set up the decoy target scene where Russell tells Jaison he overheard them discussing Natalie, perhaps as the one to target instead of Russell.

Of course, since Foa Foa had Shambo well placed as a spy, there was no suspense in my mind that Foa Foa would know which one of them should play the idol no matter what Galu decided (as long, that is, as they were keeping Shambo in the loop, which unfortunately for them they were).
