Controversy = ratings
Why would they divide tribes by race? It's sure to piss people off. But it's also sure to draw viewers in.
Plus, the PROD scares people away from forcing a tie, which is the real goal.

John made the right move. It won't work, but it was the best move he had, short of completely rearranging the game in some way. If Galu's plan was foolproof, they should have never put John in the hot seat with it. John, the one guy that had already turned on them once. John, who they had been trashing for the past week. John, the only person not present for the discussion. They should have nominated one of their own members to be the target (Dave, most likely), knowing that that was the best way to keep the plan from backfiring by the "target" getting afraid and jumping ship. But they knew there was some risk and so they put that risk on the person they most wanted gone from their group, and in doing so, they killed their chances of making it out of TC alive. Their bad.

John's big mistake came when he tried to turn things around on Monica. Eric's big mistake was accepting the plan and implementing it in the way he did. Laura's big mistake was ensuring Shambo would flip and shooting down every approach from Foa Foa (specifically Russell) when she was the one with the most connections to their tribe. Dave's big mistake was refusing to acknowledge Russell might have found the idol last episode. Monica's big mistake was choosing John as the target for stray votes with this week's plan. They all screwed up royally, every single one of them.

Er, how so? I was under the impression that he and John were forced into it at the last minute, not having time before TC to do anything about it.
