Just to correct a few more of your errors. American presidents do and have bowed. Don't capitalise president in the context that you used it. The pope IS a head of state. Maybe President Obama's height has something to do with how he bowed to the emperor. Maybe he was supposed to show deference to the elder statesman from a junior statesman. Don't try to be an expert in foreign diplomacy if you are not, in fact, an expert in foreign diplomacy.
This does meet your requirements of a proper bow to show submission and subservience. But you ignored this one. We are subservient to the French? Since the fifties?! Quelle horreur!
All officers were briefed on how to behave when meeting our Japanese counterparts.... bend a few degrees at the hip, a slight bob of the head, maintain eye contact.
The State Department is supposed to tell the President such things.... like they were supposed to tell Michelle Obama that you NEVER touch the Queen of England.
