In Gabon it's possible that Sugar gets voted out early and the whole game is then changed big-time, post-merge. They didn't target Sugar pre-merge *because* she had the HII, right? And Kota might've voted out Susie versus Dan, since on paper they'd think Dan is better in challenges.Kota seemed fairly certain a merge was coming next, so it's likely Susie would've survived IMO. Sugar's harder, because she couldn't end up on Exile during the swap if that is removed from the equation as well. It would change a lot.

The only scenario I can see Exile appearing without an idol is during tribe swaps like with Lisi and Sylvia. Otherwise it'd be done away with I think. This is also true of kidnapping in China and Samoa.
