It was part of the manager's amendment in the Senate bill. But, like the CBO graph shows, the revenues won't outmatch the costs.

If the public option worked like an insurance company and only funded itself from premium payments paid for by people paying for the insurance maybe you could consider it to be competitive with normal companies. But if you allow this public option company to suck money from other citizens in the form of taxes, or to take money in any way from people who don't pay premiums or receive insurance from this entity then it can't possibly be considered a fair competitor. How anyone can think that such a company could generate such a large profit so as to pay it's excess money into the treasury to lower the deficit is beyond believability.
