36. Fleur Delacour

Let's be honest, Fleur is a total bitch.  And not even the great kind, just the annoying kind.  She totally sucked at the Triwizard Tournament.  She did marry a Weasley though and did something right.  She even helped Harry evade the Death Eaters when he had to leave the Dursleys for the first time.  She's significant enough to make this ranking, but not fantastic by any means.

35. Oliver Wood

Some might question my inclusion of Oliver Wood on this list, but he's extremely prevalent in the first few novels.  I didn't quite remember, and when i went to read his history on the Harry Potter wiki I was shocked by how prevelant he was.  Like the next two, I appreciate Oliver more for what he provided than his actual character.  He brought us into the world of Quidditch which is one of my FAVORITE parts of the series.  

34. Katie Bell

alol I have no true interest in the character of Katie Bell.  She's this high because the scene in which she tortured in HBP has been one of the most defining moments in my reader experience and its brevity in the movie is one of the reasons I despise it so much.  I feel that although the death of Cedric defines the shift from a positive to negative tone in the series, that Katie's attack defines the world.  Her innocence highlights Malfoy's desperation as well as Dumbledore's guilt.

33. Cedric Diggory

Like Katie, Cedric's myth is a lot more important than he is as a character.  His death was Voldemort's sign of return, and was constantly talked about through the remaining novels.  His death is the single turning point from the positive tone of the first 3 novels to the dark tone of the latter 3.  As a character, he was pretty nice to Harry most of the time but never really did much to stop people from making fun of him.  He enjoyed the limelight.  Any negative that could be said about him was redeemed though when he agreed to share it with Harry at the end then he went all martyr and shit.  If he was an actually important character outside of Book 4, he'd be higher.

32. Cho Chang

Cho Chang is basically the red herring throughout the first 5 Harry Potter books as to who Harry will end up with.  She is a mazillion times better than Ginnyslut and I am still distraught that GInny was not killed off and Harry went back to some azn luvin.  I hated her for like 5 seconds when I thought she ratted out everyone to Umbridge, but thankfully she's not as retarded as Ginny and had to be given truth serum. 

31. Aberforth Dumbledore

We only got 2 new characters in the 7th book, and only one is included in this ranking: Aberforth Dumbledore.  I'm pretty sure Xenophilius got more facetime than he did in the book, but I decided that Aberforth was much more dynamic for inclusion in the Top 50.  Basically his only purpose in the novels is to highlight Dumbledore's past with the whole 'death of their sister' thing.  They were estranged and Aberforth seemed pretty bitter throughout the book, but he helped everyone out at the end by sneaking them into Hogwarts for the FINAL EPIC BATTLE.

30. Filius Flitwick

Flitwick is more of a cartoon character IMO.  He has no real purpose except to be comedic relief (more so in the movies than the novels).  BUT HOW CAN YOU NOT LIVE HIM?  Like furreal.  He's always on Dumbledore's side too.  He's the levitations professor, and he is probably one of the most magically-inspiring professors in the series.

29. Rita Skeeter

Rita Skeeter is one of my favorite villains in the Harry Potter series, however I felt as though she wasn't important enough to crack the top 25.  She's always been one of the most compelling characters because most heroes/villains in this series take a side.  She's basically your average reporter who twists the truth for a story, but my favorite part about Rita is that she does not give a flying fuck about anyone.  This vile cuntress has been a reporter for ages, going way back to the first Wizarding War due to her unregistered Animagus (which was a fierce ladybug or some shit like that).  I also loved it when Hermoined blackmailed her <3.
