That's a pretty good question. 
There was a noticeable decline in Survivor's ratings after season 8 going into season 9 where it dropped from the 20 million viewer club down to 15 million viewers in season 9  This was from Spring-to Summer of 2004
 That held firm for 3 seasons, then in the spring of 2006 with Panama, there is another noticeable drop from 15 million viewers per episode down to around the 11.5 million range, where it has more or less tapered off.
It is noticeable that in the change from season 8 to season 9, that FRIENDS went off the air, and while Survivor has remained the top show at 8 PM on thursdays, you would think there should have been a ratings spike after FRIENDS went off the air. 
I do think that there were a lot of upset fan's that did not like how ALL STARS 1 was done- it did come off disrespectful to former winners and perhaps the disappointment in it resulted in a lot of fan's leaving the show around that time (would account for the drop off in ratings).
In 2006 is when Ugly Betty debuted and it did give Survivor a competition there for a season or so.  There was a larger effort on FOX's part to move BONES to Thursday as well, which also could have been the reason for a drop in ratings again.

I was looking at some ratings graphs at Wikipedia. It is noticeable that the biggest drop off's in Survivor seem to come with or after All Stars and again after Micronesia (Fans vs Favorites for the AussieSurvivor and Zonker).

Perhaps there are Survivor fan's that are largely turning off because their own particular favorites did not make the cut, or did not like the way the season was done.

Which is valid- I think a lot of people did not like the casting decisions done for ALL STARS and FANS VS FAVS.

Well if you are too stupid to understand what I am saying, the intelligence levels here seem quite low so I often feel a need to give detailed intsructions to you all. 
We are talking about Survivor's ratings over the last seasons, and part of any reason of any ratings jump or decline has to do with what other networks are putting up against Survivor.   BONES, while I am not that into that show, the few episodes I have seen are generally pretty good.  I hear it has a pretty dedicated fan base, and if any of them were Survivor fans, they may well be watching BONES and putting SURVIVOR on the back burner.

In many cases, I am not trying to say anything just put out information regarding why something may or may not be.  For example, you do understand a correlation between Survivor's success (or lack of) in the ratings is a lot of times contingent on what it's competition at 8 PM is on other networks? 

Well, there was also the problem that in the spring and summer of 2001, there was a complete deluge of reality-TV on EVERY network.  I recall at some point, FOX was pulling ridiculous reality shows, all hoping to find that next Survivor, which hey, is part of show biz. 
There was a big deal in fall of 2001 that a lot of 'veteran' shows did better in the post 9/11 aftermath. 

Going on into another subject related to this....

A lot of American Idol's success is the due to the fact that it driven and ultimately decided upon by the fans. While all TV shows require a solid fanbase to succeed, the fact that AI (and dancing with the stars also), directly put control of the show in the hands of fans. For better or for worse- I think Adam Lambert was by far the better singer from last season and the sales show it but when it is all said and done, the fan's picked Kris Allen.

Survivor also owes a lot of it's success to it's fan. If it can be proven that a steady contingent of fan's are still there since season 1, what about this:

There was an article at another website about how supposedly, starting with seasons 21/22, that the new format for Survivor is going to be to film both seasons for a TV year (that starts in the fall and ends in the spring), that it is always going to be in the Fall for Survivor a batch of brand new players; and then in the spring it will be some sort of AllStars/Gimmick season of Survivor involving past contestants. Mention was made that it was being done to cut production costs.

Do you think that we the fan's should be given some input in either the contestants in these "allstar/gimmick" seasons? Where we get to vote and no matter what the outcome, our decision carries over and Burnett gives us the fan's the chance to pick our teams?

It's not unheard of- I've been to 3 LA Laker games this season and did my All Star balloting twice......of course I picked Kobe Bryant, Tim Duncan, Dirk Nowitzki etc, etc for my All Star Squad.

Just out of wonder, at other websites, posts like mine generally drive conversations and discussions, where people get into what is being said in an intelligent and rationale way.
Here, you guys are vowing that I should be banned (which has not happened yet) and are generally hostile to just about everything I am saying, even when are discussion hypothetical 'what if' scenarios. 
on other sites, when one person posts something to drive a conversation and another person that does not like it personally responds with "F-Bombs" the person that F-Bombs is the one banned.
