If a Fil-Am was eliminated, a shocking boot will happen after a week or two:

Season 3: Jennifer Hudson was eliminated after two weeks of Camille Velasco's elimination
Season 7: Micahel John was eliminated after Ramielle's.
Season 10: Pia was eliminated after Thia.

It says that a shocking boot happens after a Fil-Am elimination. It doesn't mean that every shocking boot will come after a Fil-Am elimination.
