Plus Shelly and Kalia have had a friendship with Jordan, so they may just vote for her instead of him for that. His final 2 plan is to go with the worst possible competitor for his chances to win of the final 4. That is horrible gameplay. He might still win though if he ends up in the end with Rachel. It will be an accidental win though, since he hasn't been planning to go with Rachel to the end and because Rachel has helped him out without him knowing by giving mean goodbye messages to all the jurors.
