I think the idea is that they want the tribes to mix and it would be way to hard for the average viewer to keep up with who is on what tribe if they were both mixed.

I think the producers are trying to change it up, because for quite a while now there have been endgames and finals with only a certain tribe (3 Ometepes, 3 Original La Flors, 3 Villains, 3 Foa Foa, 2 Jalapao, etc.). Hopefully, this will lead to a fascinating Pre-Merge. I also like that it's split by gender, 1) because Amazon and Vanuatu were good seasons, and 2) because I would get really confused about which tribe is which without a gender division. This sounds pretty encouraging to me.

A returning female would be tough because the advantage guys like Ozzy and Rob have is they have a lot to offer to their tribe in terms of survival and challenge strength. Cirie doesn't have that and would be easy to boot first - so I understand why they aren't bringing girls back in this situation. ONly a few female would fit the bill - Stephenie, maybe Amanda and Parvati.
