It's about a prison doctor that healed inmates, they called him the wizard. Those shoes were worn by a fat cross dressing prison guard who was murdered by Shannon Doherty's character in one of the episodes and that screencap was from when they found pieces of him throughout the prison yard. That doesn't sound like a very nice movie/TV show. The Wizard of Oz was a spin-off of what though? It spun off of 'Oz'. The spin-off was a national obsession at the time the first season aired, everyone wanted to know what the hell happened to the prison guard. The big reveal at the end is still largely talked about by the people who saw it. It got cancelled because Doherty got recruited to a show I will not name.

Old as the hills and still likes to scream, but when she doesn't she sings very well, she just perfers to do her thing and I'm okay with it. She still had the best line of the night "it was bigfoot".

I throw in my obscure references from time to time, and cross my fingers that some poor soul will catch on.
