I thought those were one of the regular fences and the sign was warning about the power box thingie inside?

It's possible the goat, and the point the T-rex broke through the fence, were at the edge of the cliff, because the front car did get pushed around a bit and could have been up to thirty feet away when it went over. However there are plenty of shots of them hanging over the edge and you don't see any cliff. One wonders how such an oversight got through all the levels of production on the movie. Then again, when you mention it to most people, they never realized it before.
