Only one person is going to find the HII, and most likely they will keep it secret and try to make an alliance on the other tribe. The rules state if you find a HII you must give it to someone on the other tribe. I could easily make a necklace and fool someone.

Not going to work, both idols will be the same in appearance so if the person from the other tribe knows what the idol looks like then the swapping isn't going to work.

But I think SC0TT is saying that if you give it to someone who doesn't have it/has never seen one, it would keep them from scrambling due to a false sense of security.
