Well Volcanic Glass pointed out in a still from that preview that Alexis is not on her tribes mat and is walking away somewhere and Ozzy is too. Which might lead one to believe that they go to Exile Island, don't participate in the challenge and are exempt from the vote. So maybe that counts as "two castaways get immunity". It doesn't say win.

So it hardly makes sense to have one person from each tribe get immunity if there is going to be only one tribal council for the losing tribe...
