It's Steph 23 to Amanda 21. I was saying the only way Amanda can tie Steph is if you count final TCs AND Amanda makes it to final TC tonight AND you exclude Janu's TC for whatever reason.
We can now say that Amanda has survived the most Tribal Council Votes, because Amanda has now survived 22 (with the F3 TC, which wasn't previously included) and technically there were no votes at 2 of the TCs that that Steph survived (Bobby Jon and Janu.) So if you phrase things like that, then it's Amanda 22 and Steph 21, but only if you include the word "votes".
