I think it was planned all along as a twist. But it was very dumb to have an even jury IMO. Eliza said in her fan thread they were told if it was a tie that it would have been settled on the island and that it would have been "a long night." I bet they would have revoted. I just can't see them doing fire making challege for one million dollars.
My bet is they would revote, and if it was still a tie, they would do some kind of challenge or something that would eliminate one juror's vote, THEN the 7 Jurors would vote again.
no way they're planning for final 2. coz that would mean they would have a three double boot episodes.
and if they're planning that, they would've done it before merge. They wouldn't do double boot after merge. hence James' injury causing final
2. They could've make a reward challenge for the finale, but I guess James' injury makes them think that now they can pull another twist.
