They had to have done the F2 change on the fly though.

Because let's say James doesn't get injured, and only one person goes Episode 12.

Episode 12: 7 Remain
Episode 13: 6 Remain
Finale: 5 Remain (obviously, F3).


Unless they planned to have 15 episodes originally and decided not to, it was all setup for a F3 until James got removed. But I don't get why him being removed would cause it to go back to F2, since they've had a F4 for the finale in the past.
