I can actually answer this one.

Some people don't have voicemail and the "page this person" option is used instead.

A lady who used to used to work for me did this. Made me fucking crazy. I'd call and expect to get her voicemail and nothing. Eventually she called and I asked "wtf?" She 'splained.
