Some ideas:
The top 4 from Kota and the top 3 or 4 from Fang are one tribe. The bottom 4 from Kota and the bottom 4 or 3 from Fang are the other tribe.
They alternate to make new tribes like #1 from Kota, #2 from Fang, #3 from Kota, and so on on one tribe while the #1 from Fang, #2 from Kota, #3 from Fang, etc make up the other tribe.
