4. Drew - Hoenn/Kanto, Rival of May... and her true love

It's quite a saga. Drew and May, May and Drew... were they meant to be together? Anyway, Drew's probably got the most character development of any of the rivals in the series. He clearly has a crush on May (I mean, he sends her roses for Christ's sake) and even when he's an ass to her he's really just saying something to help May in the long run. He's also not too bad as a coordinator. He got to the final round of his very first contest (only to be pwned by Solidad) and has only lost to May once in the several times they have battled. The problem with him is that I still get this sense of arrogance from him, so I have no real choice but to rank him below the top 3.
