Parv was willing to take Cirie to the F3, ensuring she wouldn't win. I give her tons of credit for the way she played, but she still wound up in a scenario where Amanda was the only player left in the game that she could beat, and she needed a F2 to do it.
In any endgame scenario, you do NOT want to be seen as a "tag-along" by the jurors. Too many women hide behind a guy and allow him to get all of the credit. Yul's an example of this, where Becky/Sundra were most definitely carrying him on that chariot-type thing to the win. They succeeded in China and Micronesia, casting aggressive women who were out to win.
One problem that's really started to be problematic in the later seasons (especially the seasons with 18 or 20 people) is that they're casting not just one or two, but many male contestants in very good physical shape. When both teams have a few guys like that, it makes it difficult for one team to contemplate voting them out pre-merge when doing so would cause them to be massively outgunned physically. This leads to females getting axed, as they just can't afford to let any males go.
Do not understand Cirie in F3 would have assured Parvati would lose: Alexis, Cirie, Eliza, Jason and Natalie voted for her over Amanda. Cirie would no longer be voting so Parvati still has four votes. Unless there is some post-show info I don't know, how many of Parvati's four would have crossed to Cirie? Natalie and Alexis had alliance with Parvati for a long time, probably vote would not change. Jason was one of the rare male jurors who voted on gameplay rather than hurt feelings, had been with Parvati pre-merge and knew more about her strategizing, don't think his vote would have changed. Eliza would consider Ozzy's blindside a bigger move than Yau-Man's blindside and though Cirie could pitch her role in other ways I don't think that would have changed Eliza's vote. Of the three who voted for Amanda, Ozzy's vote would not have changed. Cirie might have gotten votes from James and Erik, and maybe even one from Eliza or Jason but I don't think she would have gotten all four.
Huge difference between Parvati's game vs that of Cirie and Amanda: she switched tribes. Sometimes this is a big disadvantage as the switched are outnumbered and get picked off. Parvati was fortunate that her new tribe won repeatedly so she was not put in that position, it allowed her to build relationships with new people and when the merge came she was able to get her old alliance together with the new. Cirie and Amanda did not form the group which would control the game, Parvati was the link that brought it together.
