The lack of money will probably already hinder the team from completing the leg.
And I've a strong premonition that it's Toni/Dallas from all the spoilers. N/S and Dandrew are all almost 100% NOT the team to commit this mistake whereas Kentina are apparently shown (in the preview) to be at the pit-stop area, with their fanny pack, which doubly leads me to think they aren't the team.
Toni/Dallas not only aren't shown in the preview to be near the pit-stop or shown in spoilers to have arrived at the pit-stop but weren't spotted in Portland, Oregon...
I might be wrong... But I think this'll be the case.
Last place and losing passports are not mutually exclusive. Per the statement made at the beginning of the season, we are all under the assumption that there are only two teams racing in the final leg. We do know; however, that one team is not able to be at the finish line. Some think next week's last place team is the team that cannot make it to the US quickly enough due to the passports, but the article leads us to believe that it is one of the final 3 teams that cannot make it.
Unless Ken & Tina or Andrew & Dan are racing as decoys in Portland, then they are 2/2 or 2/3 of the final teams, depending on your views.
Anyway, Dandrew had a confessional this episode ("a compilation video of all our mistakes should be made...") at Pittock Mansion, which is in Portland, Oregon, the finish line. So they are now 100% NOT the team that screws up. Nick/Starr being first to the mat in this next leg also leads me to think that it's definitely not them. Kentina, like I said, were "spotted" in Portland AND they seem to be shown in the preview to have made it to the pit-stop (which might be impossible without money).
So Toni/Dallas = 4th place + not being able to make it to the Finish Line.
