I'm only including scenarios of up to 10 voters. If you include scenarios of more than 10 voters (which is possible if they ever have an early merge) then there would be more possibilities, but they would follow the pattern of what I said above.

Anyway, in a 9 way tie with 81 voters they would do the purple rock and give the 9 people who got votes immunity.

Trying to figure out past seasons is a little complicated. This is especially true of seasons 5-8, because we didn't get to see any tie-breaks those seasons. (Or season 9 either, but we know the deal in Season 9 because Eliza explained it.) Here's how the rules seemed to have changed over time:

Season 1: Apparently when they did the first season no one had bothered to come up with an official tie-breaker. Apparently their plan (according to what Rich and others have said) was to keep having revotes until it became clear that no one was going to change their vote, and then at that point they would have some kind of challenge, which they were apparently planning on making up on the spot.

Seasons 2 and 3: In season 2 they introduced the idea of ties being broken by past votes. They also now had an official trivia question challenge to break ties that couldn't otherwise be broken. They continued with this tie-breaking system in season 3.

Season 4: The purple rock tie-break is introduced. According to Jeff, this was only supposed to be used in ties of more than 4 people, but apparently not everyone was clear on this, because it wound being used at Final 4. It's unclear what the Final 4 tie-break was supposed to be this season---which was probably part of the problem. In any case, it appears that they did not have the fire-building challenge at this point---or if they had it, they somehow forgot about it.

Season 5-8: During these seasons they continued to have the purple rock tie-break, but at some point (it's not clear exactly when) they adopted the fire-building challenge for ties of 4 people or less. The players themselves appear to have not been aware of this, as Jenna L and Rupert both apparently believed that there would be a purple rock tie-break if there was a tie at Final 4 during ASS.

Season 9: Eliza confirms that the players were informed that an as-yet-unseen fire-building challenge would be used for ties of 4 people or less, and the purple rock for ties of more than 4 people. These rules are apparently still in effect up to the current season.

Season 10: We see the fire-building challenge for the first time.

And that's the history of Survivor tie-break rules, as far as I know anyway.

If anyone cares, this is the full list of all possible ties with a maximum of ten voters. Altogether there are 41 possible ties, most of which we've never seen and probably never will see.
