Maj. Stephen O'Donnell says 34-year-old Stanley Kobierowski was arrested early Tuesday after he drove his car into a highway message board on Interstate 95 in Providence. He says troopers had to carry Kobierowski to the breakdown lane before taking him back to their barracks. O'Donnell says a Breathalyzer test showed Kobierowski had blood alcohol readings of .489 followed by .491. Kobierowski was taken to Rhode Island Hospital and was scheduled to be arraigned later Tuesday on charges of drunken driving and resisting arrest. The amazed doctors in Bulgaria's second biggest city of Plovdiv conducted several blood tests to confirm the initial result, which sets a new world record, beating former Latvian champion by 1.14 promilles. The man, whose name was not disclosed, is an inhabitant of the Roma district in the town. The road accident left him with a fracture and heavy wounds, but his life is out of danger. Now, what the fuck is a promille?
