That's what the Democrats did at the end of the Vietnam war by defunding the war and that turned out so well for everyone.
To be fair with respect to Carter wasn't he in the Navy? I thought he regulated the nuclear reactor on a submarine or something. He did have a nuclear engineering degree as I recall.
