Hire a guy away from the city or county for more money and assign him to Player Personnel dept. Give him authority to do whatever is needed to address player issues off the field. Weekly "chats," regular but unannounced substance abuse tests, ect. Hiring part time drivers that can be called by players anytime anywhere without repercussions. Sort of like what parents do with kids who might find themselves in situations where there is no sober driver available.
What is the point of promising a player millions of dollars, and them seeing him suspended for off the field conduct? Seems sort of counter-intuitive to me. Promise the player $?,???,??? - $100,000 salary, or whatever. Maybe he'll spend more time on the field and less time facing the Commissioner.
