My guess at this point as to who is supposed to make jury and doesn't would be Shii or Alicia. (If that rumor is indeed true) From Marko's transcript it sounds like the Robfather is fed up with Alicia almost to the point of throwing a challenge. Of course with the episode where the tribes are shuffled a bit, it could make things interesting.
