Why do some contestants, including last night's tribal loser, only seem to bring a bra instead of a bathing suit top to Survivor?

Watch Insider clips. They were put in their street clothes for the initial marooning. They were given their swimsuits for the challenge in tree-mail (this
happened in Gabon and China as well).
