I'm sorry I know this is a rather old topic but pubic hairs are not the reason. When people learn this they figure it's the answer to the censorship thing but it's not. If that was the case then why are shaved parts censored? Yeah, you didn't think about that did ya? It has more to do with policy than pubes. Besides everyone knows that they stopped that no pubic hairs thing a while ago. It's just that the Japanese government feels that full frontal porn is "njurious to public morals".
