This now means that the guy has knowledge of terrorism planned against American citizens engaged in lawful activities. Did he design a plan to blow up abortion clinics that would kill thousands of U.S. citizens indiscriminately? Did he personally cut the head off of any abortion doctors while being video taped? What else would it be but hypothetical? The point is, it's already hard in some areas to find doctors who will provide abortions. If enough get killed other doctors will quit. Certainly the dead ones won't be providing services anymore. So if the killer of Tiller knows about a plot to systematically kill a bunch of doctors shouldn't force be used to save the doctors and stop abortion clinics from being closed? Maybe they will move from single assassinations to large scale bomings and kill a few dozen others. Yes, this is hypothetical. It really wasn't in the case of the three terrorists who were waterboarded.
