Lill actually had ALL the control because her vote would often determine who stayed and who went. She was in the exact same position as Sugar for the entire post-merge, except she actually voted in her best interests, not for who was more deserving of staying.

Bad example, as Sugar wasn't a good player either. She activly knew she was hated and did nothing to negate that hatred. And Lill would have been thrown away at f6 had Fairplay not miscalculated. Just having superficial control over the votes is not enough, especially when she didn't have control over the votes.
