The airport in PP is tiny, so they didn't really have much choice - either a connecting flight thru BKK or one thru KL. Hopefully this is a one time rule, and not something we'll see every time there's a flight between two major airports, IMO some airport drama is good.

I was there earlier this year; PNH (Phnom Penh) is small but not what I'd call tiny. Besides Bangkok and Kuala Lumpur, one could get from Phnom Penh to Dubai via Guangzhou, Singapore or Taipei, with Singapore being the best option. But flights to Bangkok are the most plentiful.

So was I, actually :-) It's larger than Vientiane and Yangon, but being the main airport of a country I'd still call it tiny... Flying east and connecting thru China or Taiwan doesn't seem like a viable option, the flights are too long. Singapore would be an option, but look at the schedule and you'll see that the vast majority of flights go to BKK and KUL.
