Well, here's a VERY basic explanation of how to do things, so that Scrote will stop whining about not knowing how. Also, this gives me something to do while I'm "working" at my job today.
So anyway, first off, you're going to need a GOOD graphics program, such as Photoshop or Paint Shop Pro. These programs cost hundreds of dollars, but I'm sure if you ask your Aunt Torrent, she will "buy" it for you.
So anyway, first, you need to come up with an idea for the Chop. In this case, we will be putting Sylvia's head on a duck. (Like I said, simple.....you almost don't even have to Photochop the pic at all, because a normal pic of a duck already looks like Sylvia).
Okay, so you need to find two pics. One of your "victim" and one of the duck, like so:

Ok, next you need to open the pic of Sylvia in your program. I use Photoshop, so that's what you'll see in this post. If you use PSP, maybe someone else can tell you the exact tools to use.
So, open this fug up in Photoshop:

The easiest way to get just her head available for Chopping is to use the "Pen Tool". Select it, and then click around her head (like using Virtual Scissors):

Once you have gone around her head completely, and outlined it with the Pen Tool, you need to go over to your little tool window and click on the PATHS tab.
You should see a new section that says WORK PATH. Right-click on that, choose MAKE SELECTION, and then choose 0 pixels and hit OK. You'll have dotted lines running around the outline of her head.
It will look something like this:

Next, just go to EDIT > CUT (or COPY....I like to use CUT because it sounds more violent).
Now, most people would just PASTE her head onto the duck pic and be done with it.....but if the pic that you just cut out is going to be used often (example: Whatevia or that hilarious pic of Bald Britney, or Britney attacking things with an umbrella, as seen
HERE then you might want to click NEW and paste it into its own file for saving on your hard drive. This way, if someone would ever want Sylvia's head on anything else, you've already got her fug face cut out, and you're ready to Insta-Chop.
Okay, so anyway, I don't want this Asian whore on my hard drive, so I'm not making a "keepsake" image. Therefore, I shall just paste her head directly onto the duck pic. Make CERTAIN that your 'base' image is in RGB mode, or it will not let you work with layers....and your Chop will look like shit.
To do this, just go to your menu bar and choose IMAGE > MODE > RGB.
If RGB is already checked, then ignore it and paste the head onto the duck pic, like so:

WHOA!! That thing is HUGE!!! (I hear that often). OK, we need to resize it to make it fit.
Okay, to make her head smaller, make certain that you click the MOVE TOOL icon on your toolbar, and then go to EDIT > FREE TRANSFORM. Once you choose that, you can resize her head, click the OK (or checkmark icon), and then use the MOVE TOOL to get her head where you want it.

Thats it! You just made a Photochop. It sounds like a lot of work to get a 4 second laugh at the fact that the duck now has Sylvia's head.....but once you do it a time or two, it will be very easy, and you'll be able to make a Chop in a few seconds.
There are plenty of other things that you can do, like add effects, shading, animation, etc. but I don't feel like talking about those right now.
Just be happy with the fact that you can do a basic Chop, and thus RupertsScrotum must shut the hell up.
There are plenty of other ways to Chop, and I'm certain that my method is not the "preferred" method, but like I said, it's the easiest way to do it so kiss my ass.
