So there may be a million out there but they could be on shelves in stores. Just like they keep shipping those Underwood CDs. ;-)

The Neilsen Soundscan Ratings only measure retail sales at retail outlets that report to Soundscan. Not all of them do. RIAA certifies based on wholesale orders that go out to all kinds of places, not just retail outlets. This includes music clubs, wholesale membership clubs (like Costco), mail order houses, specialty stores and units shipped for Internet fulfillment or direct marketing sales, such as TV-advertised albums. None of those outfits report to Soundscan. They aren't just shoipping the CD out willynilly to get a certification. The orders are being placed. I guess you have do understand wholesale purchasing to "get" it fully...but RIAA's methods really are the more accurate sales number, not Soundscan.
