Like I said, she was TOO scared to go against them. Like she said in one episode, "I don't want to look like a backstabbing bitch," when referring to betraying Paschal and Neleh.
There was no precedent for an individual turning on their own tribe, though. The only ones that had even attempted it were Kelly Goldsmith (went up in flames), Brandon (went up in flames), and to a lesser extent Kelly Wiglesworth (lost the jury vote and had to bail herself out with an immunity run). This was a world before Rob Cesternino; such things just weren't done. Kathy had no way of knowing that people wouldn't vote en masse for Vecepia or Sean in disgust (think Chris vs. Twila) if she turned on all of Rotu and teamed up with one of them to go for the final two. This was on the heels of a season where the final eight all were willing to jeopardize their chance at the million dollars for the opportunity to punish a dissident.
