The whole issue is whether they take up more room than they have purchased. Assuming they don't set the baby next to them (unless there is an open seat), they take up the same amount of space. Yes the babies are annoying and stinky, but so are old people. You could also have a person who is annoying (talks loudly about stupid shit) or gassy and have the same problem. I'll make my judgment on the breast feeding when I see how nice of a titty it is. The dog people have little dogs in a bag that is the same size as a carry on, so it doesn't change anything. As far as handicapped people, that's because of the ADA. You're SOL with them.
